The tasks of the Federal Office of Defense Technology and Procurement
Artikel 87b of the Basic Law of the Federal Republic of Germany assigns the tasks of personnel management and of satisfying the armed forces' requirements for materiel and services to the Federal Defense Administration.
Within the Federal Defense Administration, the armament sector is responsible for satisfying the armed forces' requirements for materiel. As part of the armament sector, the Federal Office of Defense Technology and Procurement (BWB) and its subordinate agencies have the task to ensure that the Bundeswehr demand is met by supplying state-of-the-art technology and modern equipment at economic conditions.
Thus, some of the core tasks are the development, testing and procurement of defense materiel.
The product range of defense materiel covers highly complex weapon systems, tanks, aircraft and ships as well as soldiers' personal equipment. Moreover, "Research and Technology Projects" are processed and logistic support is provided for defense materiel during its in-service phase. These tasks are partly processed by awarding corresponding contracts to trade and industry and partly by the BWB organization itself. As a central "purchasing agent" for the Bundeswehr, the BWB thus constitutes an important public customer. Depending on the type of project, contracts are placed for research, development, procurement or maintenance activities.
The BWB, which is part of this civilian Federal Defense Administration, is responsible for the implementation of all armament projects with the exception of those in the area of information management and information technology.
Further task fields include the disposal of condemned materiel, the technical evaluation of foreign defense materiel, damage investigations, equipment support for some non-NATO nations as well as the training of technical civil servants for the entire Bundeswehr.
