International EDA Procedure
The International EDA Procedure requires a publication of intended procurements and awarded orders / contracts in the Electronic Bulletin Board (EBB). This is a portal established by the European Defence Agency (EDA).
The EDA procedure is applied in the area of the "hard defence articles". These cover, for example, weapons, ammunition, rockets, military aircraft, naval vessels and armoured vehicles. A detailed list can be found in the War Weapons List relating to Article 296 of the EC Treaty.
The European Defence Agency (EDA) was established in 2004. 24 of the EU member states are EDA members. One of EDA's objectives is the creation of a competitive common European defence market. In this context, the Federal Republic of Germany and 21 other states have committed themselves to public notification of their defence orders in the EBB.
