Basics of procurement
Paragraph 87b of the Basic Law assigns the immediate fulfillment of the armed forces’ material requirements to the Federal Defense Administration. The contracts required for providing the necessary equipment to the armed forces are awarded to industry, trade and commerce by the designated civilian authorities of the Federal Defense Administration, taking into consideration the following awarding regulations and directives of the Federal Government.
- Law against restraint of competition (GWB)
- Regulation on the award of public contracts – Vergabeverordnung (VgV)
- Conditions concerning Contracts for Supplies and Services Part A (VOL/A)
- Conditions Concerning Contracts for Freelance Supplies and Services (VOF)
