CD&E - Concept Development and Experimentation
"The term "Concept Development and Experimentation (CD&E)" designates a method which allows us to predict, by way of experimentation, whether certain concepts, theoretical constructs, sub-systems or systems are apt to meet the requirements imposed by the transformation process and can be constructively integrated into an overarching system." Innovative concept proposals for CD&E may come from all spheres of the Bundeswehr, the research community or trade and industry. They can result from the systematic evaluation of lessons learned during operations and military exercises, from other CD&E programs – such as pertinent NATO programs – or from technological progress.
The armaments organization plays an active role in the CD&E process to the extent that its specific tasks are concerned and strongly supports the dialogue which is to be maintained with the defense industry as well as the science and research community.
The armaments organization is responsible for receiving and dealing with concept ideas from the areas research and commercial industry. The following receiving office was set up for this purpose:
