Technical Prerequisites

In order to participate in the e-tendering process, the bidder must meet the following technical prerequisites :

Network Connection

The contracting agencies are connected to the e-tendering system via the internet. The two standard protocols HTTP and HTTPS are used.
The access bandwidth needed depends heavily on the requirements of each company, in particular on the number of staff having access and the quantity and volume of out-going electronic bids.

Workstation equipment

There are clearly defined specifications for the workstations. The prerequisites needed for the signature component and ensuring a smooth use of the entire e-tendering process are described below.
The users do not need administrator access for working with the system. For initial installation, however, administrator access is required to ensure proper functioning of all components.

Computer

  • At least Pentium III®
  • At least 256 MB RAM

Even if e-tendering processes run under these conditions, we recommend using at least a Version IV Pentium processor or AMD Athlon. RAM, too, should be 512 MB as Java requires some resources.

Operating System

  • Windows 2000 from Service Pack 2 onwards or
  • Windows XP from Service Pack 1 onwards

Web-Browser

  • Internet Explorer from Version 5.5 onwards or
  • Firefox from Version 1.4 onwards

Java

  • Java Runtime-Environment 1.5.0_04 or
  • Java Runtime-Environment 1.4.2_08
In principle all versions from version 1.4.1 onwards can be used. We recommend version 1.5, as this is the only version ensuring the transfer of larger data quantities.

Adobe Acrobat

Adobe Acrobat (full standard version or professional plus reader)

  • Acrobat Version 7 or
  • Acrobat Version 8

To enable members of staff to convert documents into pdf format themselves one of the above-mentioned full versions should be installed.

Signature Smart Cards

Since the amendment of the Conditions concerning Contracts, there has been the possibility of using, as required by the contracting authority, an advanced electronic signature within the meaning of § 2 No. 2 SigG (German Electronic Signature Act) instead of the qualified electronic signature within the meaning of § 2 No. 3 SigG.
If authorized by the tendering authority, the advanced signature supported by the e-tendering processes may be used to submit a proposal.

Like many other tendering platforms, version 3.3 of the e-tendering platform supports a software-based advanced signature solution provided by S-TRUST, Deutscher Sparkassenverlag GmbH. Further information on this advanced electronic signature and on the application procedure can be obtained on www.s-trust.de/evergabe (in German only).

Note: Only card readers with USB connections will be supported.

All the visitors to the website have access to the announcements.

Requesting tender documents and the participation in negotiated contracting and / or in the restricted procedure without request for interest is for registered users only. The software that bidders need for communicating with the e-tendering platform (e.g. Bid Wizard) is available free of charge for registered companies from the e-tendering platform.
